Note: Physical stations are still being completed. Craft operations continue. Volunteers and staff keep temporary pads safe, charged and earning until full builds finish.

Owns a service node: safety, revenue, staffing and readiness while pads are still being completed.

Revenue: Unlocks full station fee collection and partnership deals.
